You can do it yourself using the Uniden website if you state that you have a foreign US military base adress.
Upman have stated that the adress isn't used for anything and is a valid way of getting upgrade keys for non-US users.

I have never said that. I would think that address is used for credit card verification, but that would be up to our card processor.
