Pulled the old Win 98 Toughbook and Optocom out of storage. Much to my surprise everything worked as it did five years ago!

Yep. The Optocom Company made this stand-alone unit that was, with the exception of about 100 freq's that it could maintain, dependent on a PC. The scanner has a data slicer built in for pagers and other devices that were legally allowed to be monitored in years gone by. The software, Probe, was considered state of the art at the time and it STILL offers functionality not found in today's scanners. It would also run with the PRO-2006 and PRO- 2045(?) scanners fitted with aftermarket boards. It was great time to be a scanner/shortwave enthusiast!!
