Do I need to get the dmr update for my bcd996p2 to be able to hear hinds county s.o and all the new Jackson fire and PD channels that are on the mswin system

No, that radio will monitor MSWIN just fine, with no upgrades necessary .

Dmr
Jxn pd/fd are not completely on board yet. I have been receiving traffic for Jxn on MSWIN ss well as Hinds Co. Dont know what DMR has to do with it.
