Receiving Jersey City police dispatch radio

Hello all. I'm a beginner attempting to tune into Jersey City police radio with an rtl-sdr USB dongle and rtl_fm + dsd on Linux. I've managed to receive FM stations and other analog transmissions, but I'm a bit confused about receiving JCPD's P25 system[0].

As I understand it, the control channels are data only, and the other frequencies[1] are dedicated to voice. Attempting to tune into the voice channels, I only got errors from dsd[2]. Strangely, tuning into one of these frequencies with just rtl_fm (without dsd to decode P25), I was able to pick up voice. This leads me to believe I'm not understanding things correctly...

Any tips, specific or general, are much appreciated. Thank you.

Poking around more I can confirm there is both plain analog and encrypted digital voice on the frequencies I mentioned above. Or maybe it's not encrypted and my decoding settings are off. I get something that sounds like a broken robot emulating human phonemes.

Still curious if anyone else has experience with this system. Thank you.
