What talk groups are phase 1 I was under the impression it was all phase 2.

And is it The Illinois State Police and many other agencies have switched to the statewide StarCom21 digital trunked radio system. The system operates on the 700 and 800 MHz.

In the list you can see D (digital), E (Encryption) and T (Phase 2 digital)
yours should only hear the D listed

The directions that came with this book does not help at all. Very little information.

When it comes to hex codes like the photo I added why can't I find that I can find where the Nac code goes.

And do you know is this a talk group system.

Yes it is a TG system
Don't worry about hex codes for now.

Program the control channels for your location .
Then add Talk Groups for what you want to hear.

Did you search U-Tube like I said?
There are Ton's of radio video's on there that should help you
Understand.

I think ISP D18 is what you should be programing.
And I'm not good at GRE programing myself.

The system in the radio has to be correctly set up

All I can suggest is to read and watch until you understand it better,
It's not like the old days of just entering Frq. numbers.

Dispatched by ISP District 11 (Collinsville).

The manual straight up sucks. I didn't even get a manual with mine but I've seen the OEM manual, not helpful. Referenced the "Easier to Read" manual for Pro-651/652/106/197, WS1040/1065, PSR400/500. That one is extremely helpful.

I use my Pro 197 to pick up Starcom21 on a daily basis. Programmed it using PSREdit 500. Gotta have an FTDI cable but it's worth it. Use the 30-day trial period for PSREdit and/or Win500 to program it initially, then you can tweak the system even if you choose to not buy the software.

Okay so I figured out how to program the scanner by using the codes here.
I found out that the control channel is. Red and blue is the so called 2nd code then I put the other 2 in and it worked.

My next question how would I find out what troopers that are in my town at any given time use what tower.

Do you think the one I put into the scanner would be the right one.

Or would I be better to use another one. I do know they cover a lot of ground so wasn't sure. Also is there a list of officer numbers of some kind for a reference key to try to figure out who I'm listening to. I've heard 3 Frank and other named while listening.

I've even picked up Springfield area. So any help will be greatly appreciated.

Thank you.

Red is the primary control channel, blue is the alternate. Those are the only two you really need. I program mine for multi-site, but if you wanna monitor the Springfield tower, need to program in the tower primary and alternate CCs, talkgroups for District 9 (and 14, 20 since Springfield dispatches Macomb and Pittsfield now). With ISP Troopers, each mobile and portable has its own radio ID (as does any other P25, DMR, etc radio) and is usually tied to individual cars. Prefix for Zone 2 mobiles (car) is 200xxxx and 210xxxx for portables. I simply listen to my local District and record RIDs. Have compiled quite a list of D7 Rids. Your scanner will display the radio ID that is transmitting, assuming you have the right settings to display the RID. Here's a link to the wiki page for Zone 2 radio IDs.
