Whitfield County, GA is testing in Phase 2 their new 4-site simulcast system WQXG815: ULS License - PubSafty/SpecEmer/PubSaftyNtlPlan,806-817/851-862MHz,Trunked License - WQXG815 - WHITFIELD, COUNTY OF
System ID 2Ah5-002, site 052.
Its a site connected to TACN, which means it will help pick up Bradley County units on the south end. Might not be a bad idea adding it to your North Bradley, Cleveland and Oswald Dome site list, especially if your south/east of Cleveland. It's already seeing some Hamilton County east side units.

Thanks for the useful info. Does this mean that the communications of Bradley County agencies on Oswald Dome, Cleveland, Chattanooga Simulcast and North Bradley sites will necessarily be shifting to Phase 2 modulation?

No, they don't have to shift. The sites are able to handle Phase 1 & Phase 2 traffic.
Just curious though, how well you are recieving the Whitfield County, GA TACN simulcast in Bradley County?

Have they temporarily stopped testing? I'm located near downtown Cleveland. Using a TRX-1 and outdoor antenna, I cannot find a control channel or any voice traffic.
