I was in western MA last week and heard WEMLEC's 460.225 also on TG40208 (on 857.2125, for what it's worth).

That talkgroup doesn't seem to be listed anywhere online, nor do I see that frequency affiliated with WEMLEC's simulcast. I only find 858.7375 as the cross-band.

Comments? Something new? An anomaly?

I will admit I'm a nerd, for those who don't know me already, and thus I verified this with five different receivers simultaneously.

That's the analog TG for 2513 on the MSP P25 system. Which is the tie to 460.225. I haven't seen the analog TG listed before, but it make sense since the P25 and analog trunk systems are both still running out that way.

Yup 206.5 is the standard WEMLEC tone.
Good Catch for the Analog patch

I don't know if it is related or not, but FRCOG should be testing with the State System starting this month to see if they want to migrate over the the State 800 system.

I hope they do LOTS of testing. The P25 system in Western MA is designed for mobile coverage, using mobile repeaters for decent portable access, To me, that means that the guy in his pickup that gets to a scene may not have coverage until an apparatus shows up on scene.
Coverage will not improve by switching to 700/800. Everything else being equal, it will likely get worse. They need to add more towers for added coverage.
