TOC sounds like they are talking on the system and indeed a patch is setup from low band to STARS.

I always thought SSP for Hampton Roads was on cell phone, at least the accident I was in he was using a cell phone type Nextel

They were/are on low band. Everyone talks about its great signal, but it was barely audible with the static. Glad they are on STARS
