Georgia 700 MHz P25 air-to-ground license

In advance of Hurricane Irma's arrival, Georgia has requested and been granted a 'special temporary authority' 700 MHz conventional license for WQZY665 to be used for air-to-ground communication.

Have had these in an almost continuous scan but have heard nothing. What/Who was the intended user? Perhaps GSP, but they seem to do fine on stateband 154.905
