Check out this link to the main database page for Spartanburg County:

https://www.radioreference.com/apps/db/?ctid=2354

As of today, you should be able to pick up most all public safety agencies. All county fire departments are on VHF Conventional Analog frequencies. County Sheriff, EMS and Highway Patrol are on the Palmetto 800 trunked radio system using analog talkgroups. Spartanburg City PD is on UHF analog conventional.

Very soon, likely within a few weeks, Palmetto 800 will transition to a digital P25 system called Palmetto P25. All talkgroups on that system will change to digital, which your BCT15X will not support. You'll need to upgrade your radio to continue to monitor Spartanbug Co Sheriff, EMS and Highway Patrol.

Thanks much, appreciate the reply, just my luck, when I buy one it is suddenly obsolete!!

If Law Enforcement is what you're after, yes, your timing was bad. It you still have time to return the BC15X, I'd recommend that option.

You'll still be able to monitor fire departments and some other things, and the City of Spartanburg PD.
