Here in Richmond, I've heard the Blue talk groups in use at the VA State Fair and then when they have those concentrated speed enforcement days when they saturate I-95.

I also responded to this question posted on the Yahoo Scan-DC forum:

FYI Blue 1, 2, 3, 4, 5, 6, and 7 typically are used for any event which requires VSP assets involving one or more mobiles for a special assignment and providing an advantage of not "tieing up" TAC frequencies. Some past examples in Div 1 have been security escorts on I64/I95 for a prison buses convoy from Chesapeake transferring prisoners temporary from one institution, possibly Caroline CC as a result of heavy rains causing a serious threat of flooding at the Chesapeake CC. A classic example was the time when Obama visited Richmond. Although a helicopter ride would have been about a 10 minute flight from the Richmond airport to his destination at Prince George industrial park which had a large open field across from the entrance, instead a vehicle convoy was used. This required multiple VSP units having to block/reopen interstate intersections over the entire route going and returning to Richmond. The timing of the convoy also included school dismissal times with many school buses which use I295 having to wait until the convoy passed. Things got worse. Somehow probably the never known why but an old pickup truck managed to enter I295 in the prohibited interstate blocked section. I'm not sure if VSP ever figured out how it happened but it did. Another example is traffic control for the annual state fair in Caroline Co. The event may and will vary from division to division.

Here in Hampton Roads, VSP uses Blue 5 for speed traps during the holidays , (Memorial Day, July 4th, Thanksgiving, Christmas, and i think sometimes Easter)
