Fredericksburg Capacity Plus System

I am locked on the Fredericksburg Site for this system and I am hearing a TG21 but the conversations keep getting cut off. I just performed a DMR upgrade to my BCD436 and I am pretty sure It was done correctly.

Is anyone else hearing short voice pulses off the Fredericksburg site? It might be a user that is bouncing between two different sites.

You're actually able to hear words that you can understand before they get cut off? Most of the traffic on the system is encrypted, but there could be some that isn't. You say short voice pulses - could it be that the scanner is trying to decode the traffic for half a second or so before determining encryption is in use? I've heard something like that with P25 encryption.
