Clearwater PD encryption

I drove to Clearwater this morning to test my Homepatrol 2, I have a 800mhz antenna mounted on top of my SUV that the scanner is connected to. Using my favorites list and the full data base to try to pickup Clearwater PD, the talkgroups were silent. I could pickup all surrounding agencies during the hour I sat in the Taco Bell parking lot. Are Clearwater pd dispatch talkgroups encrypted? Or is my homepatrol 2 not working the right way? Thanks

I cannot say for sure but assuming your mean this system:

A few observations....

1. The database listing was last updated 3 months ago.

2. There are many police talkgroups that show encrypted but what look like the primary police talkgroups are marked as in the clear (but that could be wrong).

3. Only one frequency is marked as a control channel -- no alternates - but I suspect the Uniden is loading all of the frequencies so unless there is a missing frequency, that probably isn't the problem.

4. It looks like a Harris system and Harris systems are (from what I've seen) hard to receive.

5. The system is listed as Phase 2 but the talkgroups in the database indicate Phase 1 - still, the HP-2 should be able to handle it either way (I believe).

Could you tell if the system was being received at all?

While I was there I didn’t think about checking the other services on the system, I only tried the pd talkgroups

I don’t know what was wrong with the hp2. I will update the radio and try again next week. I ran hp1 and hp2 side by side monitoring the Hillsbrough p25 and the hp2 picked up TIA, the hp1 did not. Tia is mixed phase 1 and phase 2. So I hope that tells me that the hp2 is working

Great info!

You may want to submit this update to the system... you've listed almost twice as many active system frequencies are are listed on the site page right now.

The active CC (right now) is already listed but we don't know what it was earlier in the day. It could have easily been one of those not documented.

Did you happen to detect any actual Phase 2 activity wile monitoring?

The 2 main CCs are 854.96250 and 855.71250.

What does phase 2 activity look like in unitrunker?

The band plan in unitrunker is:

854.00000 00-0000 00-4095. 12.500 1
854.00000 08-0000 08-4095 12.500 2

In the call history, sometimes the voice channels stay within the first eleven frequencies like a regular system, but more often than not the voice channels drop down to the double frquencies listed below where each of the eleven frequencies appears 2 times perhaps reflecting 2 slots for each frequency, other than the CC in use which is only listed once below as a voice channel.

Edit...so yes there is a lot of phase 2 activity on this system.

Personally, I am not sure but I'll stick my neck out and say you'd see the same frequencies listed twice (one after the other but the LCN value in the first column would be different).

I use Pro96Com and it adds a /0 and /1 behind the frequency when it's Phase 2 (slot 0, slot 1, etc.).

The ol' 396T follows the phase 1 nicely, but it can't follow anything in phase 2. Luckily i have a psr800 and pro668.

Ah - cool... so you have LOTS of updates to submit to the database! Frequencies, control channels/alts, at least a few "Phase 2" ("T" vs. "D") talkgroups.....
