I would be suspicious that the 142.xxx is not a valid frequency or is outside your scanner's receive range.
Since the OP is from Canada 142.xxx is valid and indeed in the scanners receive range.

It stopped doing it when I Opened the Banks. 'shrugs' 
Seems to track ID's correctly in step with the 600 when it is pulsing but gets lots of errors when Bank is Open.

I pulled up the ETRM:
"The scanner automatically decodes subaudible data it receives in the VHF (137-174) band. If you try to enter an offset frequency in the VHF and UHF-Hi bands (137–174 and 806–960 MHz), the scanner will ignore the entry."
"In Motorola II systems (no programming the fleet map required), all the blocks have size code, S0, which has a size limitation of 512 radios. "
