The correct frequency would be 170.9875. Probably CBP/ICE unless it's part of a trunked system.

I think he's hearing it in Utah, it's federal frequencies, maybe FBI.. I can't hear anything from here

I would venture the same avenue, maybe some more monitoring and if possible a Radio ID [if avail] it could also be [based on the NAC only] the NPS and NPS has been seen [other regions] on that Freq [NJ]
