I live near Montgomery and I only hear them on the AFRN when they are dispatched in our general area or when they are coming to one of the major hospitals in the city from another part of the state.

My understanding is that on the afrn.
The only time you will here traffic on these talkgroups.
Is if they are within your towers.(I use the telvue tower)
Meaning it's not statewide.
The only time I hear them is when they are inbound to Birmingham hospitals.

Statewide means the unit can roam to any of the zones and it works. It is statewide. The radio affiliates to the tower with adequate or best reception and hands off to the next tower, like your cell phone. If you are monitoring a site the talkgroup is not affiliated to, you as the scanner listener will not hear any traffic. This is how the resources are managed. No need in lighting up channels if there is no radio affiliated to the site for specified talkgroup.
