Unid signal type - 453.2500 MHz

Any ideas on what this one is? First screenshot shows the monster signal level, second one is zoomed in on the signal format. I checked Artemis but didn't see any exact matches.

Looks like some ax25-like stuff, scada perhaps.

Is it fairly constant or was it just a momentary thing (like CW Id?).

When the signal is that strong it could be that the actual signal is on another frequency and you need to check around for "real" frequency. Check with a scanner that you hear the same thing on that frequency.
