What site does Harris county fire department use because I can hear anything from them.

What fire department are you trying to listen to? There are numerous fire departments in Harris County that operate on different radio systems.

If your talking about east Harris county they are on tx warn p25. They are on the east Harris county emergency communications center (ECOM)

There are many FD’s in the West and northwest areas of the county. Most are on the Texas wide are network. Some are phase 1 and some phase 2 which you need a phase 2 capable scanner.
