When the scanner is released, the retail pricing will be known...
The official announcement from Uniden shows the anticipated release date, and only Uniden's MSRP is known from that announcement:

There has been no other official announcements of a specific release date, or retail pricing.

In another thread, someone said that the MSRP of the x36 series was $599, but the retail pricing is in the low $400's. (~$419, plus tax, I believe, but I have not done any actual pricing, myself.)
Although I could very well be wrong, if the MSRP of the SDS-100 is $699, then I would expect the retail pricing to be in the low to mid $500's.
For comparison, I paid about $550-560 for my GRE PSR-500, which was my last scanner purchase.
Chritsmas holiday sale pricing *may* drop it into the mid to high 400's, if you can wait that long. (This is entirely my personal speculation, here.)
It remains to be seen what the actual retail pricing will be, however.
