DSD+ Site Isolated Message

Can anyone state what the line indicating the site is "Isolated" means?
Does it mean there was a fault condition and it's operating in a back up mode?

I'd imagine that site is in site trunking (as in disconnected from the zone controller, due to backhaul issues or similar).

Do you hear an signal on that CC freq? I have a couple sites near me that are being constructed and have been showing up firstly as FAILED, ISOLATED on neighbor sites and now just ISOLATED. But I hear no signal so I believe the site equipment may be online and networked but either transmitting into a load or manually placed in a standby condition.
