I have a BCD436HP and currently am using a back of set Harvest SMA24 dual band Flexible VHF/UHF Dualband Antenna (SMA-male), specs pasted below. My local frequencies are mostly P25 (don't know if I or II). Would I benefit from having an 800Mhz (like the RS800) instead? If I don't care about VHF stuff, etc?

Specs of current whip antenna:
Frequency Range: 144/430Mhz (2M / 70Cm)
Impedance: 50 ohm
Gain 2.15dB(145mhz), 3.4dB(435mhz)
Max Power: 20 Watts
V.S.W.R . less than 1.5 Length: 15.7 inch (40cm) Connector: SMA Male

Maybe. Is the system you are listening to an 800 MHz system? (P25 can be VHF, UHF, 700, 800...).

Harvest is dubious quality. Anything else would probably be better.

Antennas don't care about anything except the frequencies being used. Digital, analog, Phase I, Phase II, AM, FM, none of that matters. Find out what actual frequencies you're listening to, then choose an antenna from there.

The Radio Shack/Remtronix 800MHz antenna would be a good choice. If you start listening to stuff on other bands, then get a Diamond RH77CA.
