Nice. This seems to be the system we have been identifying here:

https://www.radioreference.com/apps/db/?sid=10032

I was wondering when they would show up at the FCC... and they should all have trunked P25 emission designators too.

VERY surprising for FED freqs to get an PW FCC license for an Municipality. ORNL is not an Municipality and thus is not an FCC licensed entity. That whole complex is an Federal Entity thus licensed via NTIA and NOT in Public Domain. I seriously think SOMEONE FUBARed on the licensing lol!
If it is its a HUGE mistake made. Analog conventional and ONLY Fixed relays to Mobiles. No trunking on the license and NO repeaters....

I for one have NEVER seen this kind of WHACKED licensing. ORFD does NOT need this licensed. As they run APX radios on the TACN they could simply have the system added into their radios along with the ORTRS, or use the Fed/Non Fed Interops!

That license is probably due to the Fact Oak Ridge Fire took over part of the DOE Reservation fire protection. East Tennessee Technology Park ETTP (K25) was taken over by Oak Fire Dept. They have a fire station on site.Y12 and ORNL still has their fire service for their site.. Almost everybody on the reservation uses it NPS, contractors, fire, security-police contractors, and so on. Oak Ridges 800 system has a lot of Signal issues so they probably have to reley on that 400 so far out that direction. Also to talk to DOE since they still run that site and security-police is still the law enforcement protection. Police use 8TAC a lot for Oak Ridge PD out that direction. Is the Reservation system ran by ORNL? It does not make sense of why they need to re license it if they have access to the system. Is this an FCC rule? Because I have seen other agencies be licenses for another agencies frequencies.

As the TRS IS a Federal TRS, there is no Public licensing for it. It is run through NTIA. Someone messed up and as I said, in more than one way. Firstly, by licensing a TRS as an conventional. Secondly, licensing for ANALOG NFM when the TRS is pure P25. Thirdly, putting Federal restricted frequency information on an Public Domain FCC license. ORFD has no need for a license for the Federal System. ALL they have to have is a license for the ORTRS, and the State/County/Municipal conventional freqs they use. They do not even need a license for TACN (Unless they are building out their OWN site for it!) as that is owned and run by the State of TN (with this section under the authority of the TVRTRS). As they have an MOU and explicit Mutual Aid Agreements with TN DPS, they can have TACN in their radios as long as the radios are capable and the TN DPS allows the radio type on TACN. Same deal with USDOE. Just like the TVA TRS (which is DOE and US ACOE), and the way it is about to get tied into TACN.

Same way we here in INDY only have to be licensed for our IDPS TRS systems, and have the State SAFE-T in almost all our radios, and ALL the surrounding region has the IDPS systems in their SAFE-T radios.

Someone got to legal happy and does not know what they are really doing with this.

The ONLY plus side to this mistake, is that WE now KNOW the entire freq line up! So, load it in the scanners, and SDRs and run it on Pro96Com, Unitrunker, DSD+ etc while its out there and nail it down!

Speaking of the Oak Ridge TRS... Be expecting an upgrade to it to go P25, or actually be merged into TACN not too far off in the future.

What about that disc you can get from them that has all the freqs by NTIA?

There is no such animal as a disc of all the Federal Freqs from the NTIA. Many of the Federal Freqs are actually secret. Hence not Public Domain, not licensed by the FCC and not listed on public databases. Some agencies are not clandestine, and you can find listings for them in many documents. USFS being the main one you can find as they do interop with Fire Fighting agencies Nationwide. But you are not going to find a list oput out by say the USDHS of all the LEA and others using thier stuff. Most Federal stuff is found by searching the most common bands and then listening to identify... Though now its ID the NAC, RID etc as most of the LEA in Federal Government is now Encrypted, and what is not, will be very soon.

Now that I have been informed of it... Only for Federal Radio Shops.... Not for Joe Blow Public. So it might as well not exist. And if you ever do get a peek at it and your NOT a Fed, or Fed Contracted Civvie to do radio work... Mention that you saw it and you will most likely get a nice summons to appear in Federal Court. And whoever violated an NDA to let you see it will be fired, and most likely ALSO be summoned to a court date. Again, other than one or two agencies, Federal Radio Data is classified, and is NOT Public Domain.

(If hypothetically you had access to this data, DO NOT SAY you do... But hypothetically, let your fingers slip on a keyboard and hitabrothaup with hypothetical information.... Hypothetically of course!) LOL
