I have noticed dispatching using 154.28, State White 1, is that LA City using that? Usually on brush fires, which have been around the 5 and the 405 area this week.
A general command for equipment, It is hard to hear from OC.

154.280 is VFIRE28, and is designated by the State as a dispatch contact / alternate (to CESRS) Strike Team en route channel. If it is being used in the 5 / 405 area (I am presuming you mean at the north end in the San Fernando Valley), then it would be appropriate that it is not well heard in Orange County.

It's actually VFIRE21, but you already know that

Many, if not most fire agencies in the area will make a notification broadcast if there is a report of a fire within one of the mutual threat zones (SOLAR, PROS and whatever they call the one up that way, I don't recall).

VFIRE21 154.2800 may be utilized by fire department resources (including Strike Teams) to contact a fire dispatch center:
• when outside of their normal response area
• for dispatch center-to-center contact
• Announcements of special weather alerts or other emergency related information is acceptable.

VFIRE21 can be used as the initial contact channel for resources reporting to a staging area. Upon arrival, strike teams will be advised of which channel to listen to for assignment.

The VFIRE channels shall not be utilized as a travel channel. The only acceptable VHF channel to be utilized statewide as a travel channel is the California Emergency Services Radio System (CESRS) channel, 153.7550 MHz

Dispatch centers are prohibited from dispatching their own resources on VFIRE21 when their dispatch center suffers a communication failure.

Onscene tactical operations shall not be coordinated on VFIRE21.
Announcements of a non-emergency nature (e.g. funerals, drills, etc.) are prohibited.
