I know that in the database, the new frequency for E-COM, 159.2775, has already been listed in the description. But after looking into the FCC license (https://www.radioreference.com/apps/db/?fccCallsign=WQIA750), it appears that it *may* use the same input as 151.430. Is it possible that the new freq is multicasting traffic from 151.430 and vice-versa?

That very well can be the case. There are several agencies that do the same thing. RED Center up north does the same thing with 2 different networks, each with 2 geographically separate repeaters, both with the same inputs.
