DELCO RADIO POLICE I'm picking up school buses on 506.6125 M5

Does anyone know who and why someone is using Delco Police radio frequency 506.6125 M5 for school bus transmission.I have been hearing communication between a dispatcher and bus drivers back and forth since hooking up outside antenna? I have it hooked up to an old portable handheld uniden bearcat 30 channel 10 band and I receive private conversations from sector 4 and 5 as well good stuff not complaining but in the hobbie 40 years and never got reception like this before. My guess is with a outside antenna your scanner is strong enough to receive signals from a neighboring county or jersey. Gloucester county and camden county use 500mhz a lot. Your scanner is too old to be able to use ctcss or dpl codes to filter unwanted signals like newer scanners can.
