Official information about the legality of scanners:

http://www.ofcom.org.uk/

September 2107 - Ofcom have yet again made changes to their website rendering most links useless. It seems to have become a matter of policy for them to do this regularly.

They do have a 'search' function on the website...good luck with finding what you want via that :-(

It appears that it is still illegal to use a scanner or any radio receiver to listen to anything except broadcast and amateur radio in the U.K.

"Typically, receivers and scanners can only be used for ‘general reception’ such as licensed broadcasting stations and hobby radio."
"Am I breaking the law by owning a scanner?
No, but you should not use one to listen to frequencies other than general reception transmissions."
