At 1824z today heard this on 39.220 mhz:

Band was open to Central and South America. I don't recognize the language. Any ideas?

Heard what sounded like police, unknown where, talking around 130pm CT here in Northern IL. Heard a dispatcher giving out a 10-28. This was not Brazil or Portuguese this was in English. Checked the RR Database and it came up with nothing.
