Default wierd background noises

when listling to my scanner i have a background noises while people are talking. its like a alien noise. (its hard to describe)

Do you habe a Broadcast station or other powerful radio tower nearby? If you have a preamp, turn it off or dicsonnect antenna and see if the noise is still there. Sounds like something is overloading the front end of your scanner.
