Phase 2 Scanner

I live in Columbia SC and primarily listen to the Richland County Sheriff Department, Columbia PD and Fire, and the SC Highway Patrol. I am using an Uniden BCD996XT. Is there any reason to upgrade to a Phase 2 scanner? Also is there any plans that these agencies will be moving to Phase 2 in the near future?

Phase 2 won't come along until the entire state is on Phase 1. Right now, they are working to get the entire state 1) on Pal800, 2) with P25 radios, and 3) infastructure in place and ready for Jan 31, 2017. After that all happens, the entire state will be Phase 1 digital. Afterwards, they are already working with sites that are Phase 1 P25 to outfit them with Phase 2 compatible radios (APX) which is mostly SCHP, SLED, etc right now. Once everyone is on the XTS line, they'll be taking the oldest users and upgrading them until the entire state is on APXs... then the Phase 2 switch will happen. My best guess - 2020 will be the earliest you see it.
