Default PRO-164 issue

Hey guys, here's my info and problem...
I'm in Rapid City and I can't get my 164 to program right. I'm trying to program only trunked TG's and I just get some static-like noise when ever someone is talking on a TG. I'm using ARC300 to program the 164.

I've got a pro-197 that I setup no problem. Used the import from RR, pulled over the freq's for the Skyline tower, and put in the TG's that I wanted. Works no problem. But when I try to do the same thing for the 164, I just get the static. I've even intialized the scanner (wiped it), put in the Skyline freq's, and just one TG...but I just get the static when someone keys up. Thoughts?

You do know that everything on that system is digital, and the 164 can't decode it.

so since my local store doesnt carry the 106 and its not available online...am i reading the wiki right for the Uniden® BCD396XT Compact APCO 25 Handheld Scanner, it will be able to decode the digital system here?

Yes - The BCD396XT works great with the SD statewide digital system. You can program the 396XT with Freescan, which is obviously free. A decent used 396XT on Ebay can be found for $350, but if you are patient you can find them for under $300. Stay away from the older/cheaper 396T since they had a tendency to "motorboat" which was never fixed in firmware updates.
