Do you mean to record the scanner feeds?

I'd suggest Streamripper:

Welcome to Streamripper

I've used it as a plugin to WinAmp, and also from the Linux command line.

It's free, but "good" will be for you to determine.

I've also got a Linux program called "silencer" that removes silence from the file (after it's recorded). I lost the URL long ago, but still have the source code floating around somewhere.
