Computer based scanning and recording...please help

So I need some help with a scanner set up. I'm currently using a RadioShack Pro-107. A couple issues I'm having are 1) I can't always make out exactly what is being said the first time. I need a way to record what is being picked up on the scanner to be able to play it back a few times. 2) I need a way to only record when the scanner is receiving a feed. In essence I would like to be able to hear everything that is picked up but cut out all of the down time. Money really isn't an issue, I just need something that works really well. It would be a great help if some of you more experienced people could help me out. Thanks again!
