Can a taped scanner stream a feed?
If so, what software would work?

Do you mean TA P P ED? as in discriminator TAP?
Also, you never answered about the missing freqs.
Yes a taped scanner....
Taped or Tapped, it won't really matter, the scanner should be able to host a feed. Generally the audio is sent from either the line-out jack on the scanner (if one exists) or the headphone jack. The other end of the cable plugs into the feed computer's line-in jack (or mic jack if necessary). The best place to start for the details is the "Becoming a Feed Provider" article in the RR WIKI --> Becoming a Feed Provider - The RadioReference Wiki <<- No discriminator tap is necessary to host a feed using this method.
Now if you're attempting to feed something that a normal scanner won't decode (MotoTRBO for example), you can use a tapped scanner to feed DSD to decode the stream and in turn take the audio from the DSD computer and feed that into the feed computer's line-in jack.
TappedTaped means it has tape on it or around it. Tapped means it has a discriminator tap.
Which is it? Check your spelling.
What software would You use for this? Now if you're attempting to feed something that a normal scanner won't decode (MotoTRBO for example), you can use a tapped scanner to feed DSD to decode the stream and in turn take the audio from the DSD computer and feed that into the feed computer's line-in jack.
