khz and bit rate for recording

Does anyone know what would be the best setting for clear audio for scanner recording?

Try a few combinations and see what you prefer.

A WAV file needs to be twice the frequency of the highest frequencies in the audio that you want preserved. If it's less than 5kHz comms audio, then a 10kHz sample rate will do.

Bit Rates for compressing it further are a matter of personal choice, what kind of quality you're willing to put up with versus how large the file is.
