Looking for Open Source Record on Demand Software

Pardon me if this is out there. I don't know the correct term used for this kinda setup. I'd like to have my streaming slave computer record audio from live scanner calls but not the silence. The audio would trigger the recording and stop when they're done. So the recording is one solid collection of police calls.

Is there some obvious solution that I'm missing? If not, would anyone find a need for this?
