Have a HomePatrol-1 (working great). I would like to know if I download RadioFeed, install it, and subscribe to RadioReference, download the Viper Frequencies or Richmond County NC (that's what is used here), can I listen to them via Broadcastify?

if you get you a feed to here setup you wouldnt need to subscribe and then yes you could listen from here

You can also do what you described and make it a private feed that you can access from a phone or computer. You don't have to make it a public feed through broadcastify.
