Anyone know of a piece of software that will monitor two inputs. One live and one on stand by. if there is audio on the standby input it will flip to it and once the audio is done it will flip back to the live feed.

No. It is common practice to do a stereo feed with one line on say the left speaker and another on the right.

But nothing that does specifically what your asking.

Do a search for Degaths Ducker. It is a audio program that can automatically lower volume of a second audio source if audio on a trigger source is detected.
