Question Site Roaming Issues

I have XTS5000 radios that is properly programmed to the same specs of a known working radio. The radio will not change sites or it will switch very late. When the Site search button is used to change sites, the radio will not change. There are at least 2 other sites within range. The radio acts like it is not seeing the RSSI settings. All the site preferences are set to NONE and SITE setting is UNLOCKED. Is there something wrong with the radio?
