Nope! I think you are supposed to Email him. I would guess that he doesn't take PMs, to prevent getting tons of junk PMs that don't address actual suggestions, or requests, every day. He probably realized, that requiring emailing ensures that people who do, really do want to contact him!

I assumed it was due to him delegating alot of stuff to others on here.Odds are one of the admins or mods would or might be able to answer your question.

Yes, really. Understand, that when I disabled PMs for my account about 5 years ago - I was receiving almost 15-20 PMs daily. I can only imagine how many I'd receive today. Most of those PMs were asking me for support when they should/could be handled by channels that we have in place for support. I'm just one guy in a sea of 700,000 subscribers.
