I noticed that that say if you look at a users profile, or at the "OFFICIAL TIME" at the bottem of the page that it is a hour off. Is this a RR thing, or is it my computer?

Time is right, here. Check your profile.

You probably don't have DST set on your profile. I just checked mine and it is correct. Just go into "User CP" then "Edit Options" scroll down towards the end of the page and then select your time zone and "Automatically select DST settings".

Instead of seeing 9:48 PM , we would see 21:48 .

Nice, but, unless you are using GMT you could still be an hour off.
