How To Create A Sticky Thread

Information would be appreciated on how to create or have created at "Sticky Thread".
We see some state forums have "Breaking news, etc." sticky threads, and some in my home state would like to see about getting a thread like that started. Any positive, informed suggestions would be helpful.

A sticky thread is made when say you made a thread, you can ask a mod to make that thread a sticky, but a regular user cannot.

Ok, so one would, for instance, post a breaking news, etc. event, then ask a mod to make that thread a sticky. What mechanisim/procedure would be appropriate to contact the moderator? Thanks for the information.
