police channels garbled

I've uploaded my county Trunk system to my new GRE PSR-500. All I'm getting is Fire frequencies, even though I included all public service in my download/upload. When the scanner stops on what appears to be a police freq, it is garbled and TSYS is displayed. Obviously, I want to listen to...
