It's a "government entity with private components" So it's a government entity but not quite? Still the building that he was filming is government property and he was on government property.

Lots of info on the internet about photographing federal buildings, bridges, airports,oil refineries, etc; anything that could be considered a potential terrorist target. From what I can gather, there's no law on the books prohibiting it but the cops seem to take a lot for granted in challenging someones civil rights.
A couple of years ago I took some pics of the huge curtain arrays at the VOA transmitter site in NC; a security guard came out and started strolling my way, but I had all the pics I wanted anyway so I just drove off while he stared at me.
