FCC has openings for telecommunications specialists at monitoring center:
The FCC has two, full-time openings in its Spectrum Enforcement Division for
telecommunications specialists at its High Frequency Direction Finding
Center in Columbia, Maryland. The deadline to apply is August 2, 2006.

citizenship and a security clearance as well as drug testing and a
background investigation. Shift work is involved. Duties include using radio
signal analysis equipment deployed throughout the US to collect, correlate,
and analyze the characteristics of radio signals involved in interference
problems, distress or safety-related signals or other radio signals involved
in other high-priority activities such as law enforcement or national
defense. Applicants must have knowledge of communication technology,
modulation techniques and transmission practices, including knowledge of
radio receiver operation and transmission systems. Specialized experience
includes the ability to analyze routine complaints and inquiries, knowledge
of investigative techniques and knowledge of HF propagation. The FCC is an

Major Duties:
This position is located in the Enforcement Bureau, Spectrum
Enforcement Division, High Frequency Direction Finding Center. The
incumbent will use radio signal analysis equipment deployed
throughout the United States to collect, correlate, and analyze
characteristics of radio signals involved in interference problems,
distress or safety-related signals or other radio signals involved in
other high priority activities such as law enforcement or national
defense. The incumbent is responsible for analyzing complaints,
inquiries and comments from a variety of sources; investigating
compliance with the Commission's rules and regulations; and
determining the appropriate action to be taken in a wide range of
situations. The incumbent will use the FCC's network of remote high
frequency radio direction finding and radio signal analysis equipment
as well as other local and remote electronic equipment. The
incumbent applies technical skills and knowledge in the coordination
of the high frequency direction finding network for the purposes of
locating and assisting other government agencies in the location of
vessels, vehicles or aircraft, which may be in distress. The
incumbent is responsible for the collection of all material facts and
data leading to the subsequent resolution of cases assigned or
initiated which fall under the incumbent's control. The incumbent
must have knowledge of communications technology, modulation
techniques and transmission practices. This includes knowledge of
radio receiver operation and transmission systems. The incumbent
utilizes a variety of computer applications to complete or augment
work products.

Qualifications and Evaluations:


Background Investigation
A background investigation will be required of
all new hires to the FCC. Employees will be
required to undergo an investigation based on the
new position's risk/sensitivity level if the
employee has not been appropriately
investigated. The nature of the background check
will be based on the risk designation assigned to
the position. The investigation can range from a
National Agency Check with Investigation, Minimum
Background Investigation, Limited Background
Investigation, or Background Investigation.
Continued employment will be subject to the
successful completion of the investigation and
favorable adjudication.
Other

Specialized Experience: Specialized
experience is experience which is in or directly
related to the line of work of the position to be
filled and which has equipped the applicant with
the knowledge, skills, and abilities to
successfully perform the duties of the position.
Applicants must have a minimum of one year of
specialized experience in or equivalent to the
next lower grade level in the Federal service.
For this position, specialized experience for the GS-11
includes the following:

1. analyze routine complaints and inquiries;
2.
3. knowledge of investigative techniques; and
4.
5. knowledge of high frequency propagation.

For the GS-12, specialized experience includes the following:
1. ability to analyze complaints and inquiries;
2.
3. the ability to apply investigative techniques;
4.
5. knowledge of high frequency propagation; and
6.
7. operational knowledge of direction finding systems.

How You Will Be Evaluated:
All candidates will be
considered without regard to political or

Hi all,

Be forewarned, this is NOT a job for the less than highly skilled professional. This system is a computer driven monitoring center linked to state of the art receiving sites and is like nothing you have ever seen in your life, bar none. The odds of being hired are like those of winning the lottery and there is none less than the top prize and what you are put through during the screening process boggles the mind.

One thing that's guaranteed to amuse is the EOE papers you must read and sign to enter any employment at a federal facility. The only clue I'll give you is you may leave just a bit enlightened on the topic of racism. Have fun and don't laugh out loud, you might start a chain reaction during the group interview. You most likely won't be hired but it's guaranteed you'll leave with a smile.
