I am unsure if this fits in this thread-THP has applied for a waiver of the narrowbanding deadline to allow them to continue to use their VHF system until they can transiton to the new (Troopnet, TVTRS, whatever). This system consists of a number of repeaters that can be accessed by portables as well as accomodating the vehicular repeaters of the mobiles.
Perhaps this STA is to allow a fast move to 700-mhz portables until everything is in place?

Reliable sources say the Chattanooga, Knoxville and Fall Branch THP districts go on line with the new system in March. That's probably why they needed a waiver, to use the current system beyond the 2013 narrowbanding deadline. From what the FCC database is showing, techs are also working beyond the east Tennessee area to install P25 Phase 2 sites from the Cumberland Plateau west into the Nashville area, so perhaps by spring the Nashville district goes on line too? We'll see.
