The THP 10-codes are on their wiki page here on RR. Don't know about Shelby though.

I used to have an extensive 10 Code listing for pretty much the entire South/Southeastern USA lol... Now that a lot of agencies use plain speak, most of them are invalid. I will look and see if I still have any of the code listings on disc or flash drive anymore. (Been a long time since I bothered with any of them.) Matthew T can give you current MFD/SCFD codes etc if they are not in the wiki or on scanmemphis website.

After looking through all my data, I no longer have anything but the MS 10 codes/11 codes anymore, and even those are at least 3 to 4 years old.

You are talking about their ten-codes right? If so, then there is a list at the link below (on the THP Wiki page)

Highway Patrol (TN) - The RadioReference Wiki

and here is a link to a downloadable one at the bottom of the page:

tennessee 10 codes

Default memphis/shelbyco/thp radio codes

Memphis and Shelby County do not use 10 codes. They use plain speak.
