BCD396T w/ 2 meter/440 dual band vertical on roof

Found this control channel while searching the 380-400 MHz military land mobile band this morning during the tropo opening (Mexican stations in that range are good indicators of north/south tropo openings from my area). Any ideas?

Fox hunting this signal indicates the strongest reception is found at a point northbound on the Loop 410 access road between Military Dr and Culebra Rd. Signal levels drop on Culebra Rd. Signal levels drop on Military Dr. Signal levels drop west of 410.

Based on this, it appears the most likely location of the transmitter is Southwest Research Institute. I am not one who passes fences, "NO TRESPASSING" signs and guarded gates so that is as far as I go.

NSA response to LMR Antenna in San Antonio, Texas
The newly installed Land Mobile Radio (LMR) antenna is operating in the authorized FCC military frequency band for use by construction and security personnel at the site. The National Security Agency has been in contact with the City Council, the Mayor's office, and the FCC. Even though, the LMR antenna is operating appropriately in its assigned band, it was turned off for approximately 30 days to allow residents and vendors the opportunity to address and rectify the matter. Consumers experiencing interference should contact the manufacturer of the door opener control or their local installer for information on available immediate solutions.
