Is a BCT15 capable of scanning this system? I read somewhere about there being a firmware update for the scanner but I dont know if my scanner already has this firmware or not. Im pretty sure I dont have this system programmed correctly though, because I never hear any transmissions on it except for some random chatter here & there, and whenever TGID for Beaumont FD 1 or 2 comes up I only hear the control channel from the system.

One interesting thing about this is that I am in Orange so I also have the OC system programmed in, and I hear that just fine. But I hear Acadian Ambulance dispatch to cities all over Jefferson County on the Orange County system. I never hear any of the units responding because they are transmitting on the Jefferson County system. So it seems that dispatch is transmitting on both systems simultaneously.

Basically my two questions are:

1) How do I know if my BCT15 has the firmware for rebanding?
2) How do I program this system into my scanner? Are all 3 sites necessary?

As I was about to post my reply, Groves FD just dispatched for a fire alarm and I heard that plain as day. So something is programmed right it seems...but why is Beaumont FD only coming across as the control channel?

The Uniden BCT15 scanner is not capable of monitoring P-25 digital signals. All of the Beaumont Fire talkgroups that are being used are P-25 digital, what your actually are hearing is the binary code of the P-25 digital signal. In other words it's not the control channel that your hearing. The reason why you can pick up the Orange County System and Groves Fire Dept is that both are analog.

In order for you to be able to pick up the P-25 signals, you will have to purchase a digital scanner. Last year around Christmas, Radio Shack put there digital scanners on sell. They may do it this Christmas as well. Just and ideal. Enjoy and have a good one.
