Haven't been down to that side of town in awhile but Harlendale ISD PD use to be on 159.150 and Edgewood PD was on 460.2625. I live far Northeast and can't pick them up without and outside antenna. I would look at those first but a few Districts like Northeast and San Antonio have moved to the cities provoice system and Northside is on a UHF Passport system which is in the database. Hope this helps but word is everyone at some time or another is going to be on the provoice system
