I suspect this is a Texas article, but to what county does this belong?

Bowie is in Montague County but I don't think that article is for Bowie, TX

Could that be Bowie County, near Texarkana? However, I don't see any licenses (or systems) under that name (S & P Communications).

463.5875 is Bexar County WPRF964 S & P Communications.
454.6375 returns no data in Texas.

This should be for Bexar County, I renamed this LTR system last week, to make room for another one in the same city, by the same company. The submitter noted that this system tower was on Bowie St, hence the name. I can change it to better reflect its location if need be, I'm up for suggestions.
